MINUTES OF SELECTMEN MEETING – September 20, 2010 5:00 PM

The Board of Selectmen met with Louis Lodovico. Mr. Lodovico would like to eliminate the “right of way” that runs on the property line behind his house. The request will have to be looked into by the town’s legal counsel.

Jessica Kelmelis from the Board of Assessors recommended that the Town of Tolland set a single tax rate for the four classifications. The Board of Selectmen agreed.

Daniel J. Finnegan of Bulkley, Richardson and Gelinas, LLP – Attorney for SBA  - presented an easement for the cell tower on Colebrook River Road. The easement was signed for the sole purpose of locating, relocating, erecting, constructing, reconstructing, installing, operating, maintaining, patrolling, inspecting, repairing, replacing, altering, extending, and/or removing one or more overhead and/or underground cables and lines for the transmission and/or distribution of intelligence and telecommunications and any necessary poles, guy, braces, pipes, anchors, pedestals, meters, cabinets, manholes, hand holes, conduits, equipment, appurtenances and attachments incidental thereto for all the above purpose including the right to enter said easement area for the purpose of inspecting, maintaining and removing the same; and the right to trim and keep trimmed, cut and remove such trees as in the judgement of the Grantee are necessary to maintain its services, along, under and across the hereinafter described portion of Grantors' land.

Wayne submitted 3.5 hours of overtime for one of the Department of Public Works employees. The hours were for the culvert project on Burt Hill Road. There is no budget for overtime in Fiscal 2010 and will be addressed for the Fiscal 2011 budget. The board will authorize the payment of the hours but asked Wayne to pay closer attention to it.

Wayne would like to purchase an excavator with monies that are available from the April, 2007 rain storm. Wayne was requested to do some research such as finding out the cost to rent a machine versus making a purchase and the time that they have spent where they could have used a machine.

The question was asked if Wayne went out for bid for the excavation work that was needed on Burt Hill Road. Wayne stated that he is not required to go out for bid for anything under $5,000 and that he is required to make phones calls and receive phone estimates. Wayne did call contractors and received estimates.

Police Chief Munson discussed a rate of pay for the Tolland Officers doing detail work for the Town of Tolland. The rate will be set at the rate as the highest paid Department of Public Works employee ($18.77)

Susan Voudren requested the use of the Town Hall on Wednesday nights for the local ladies to hold a card/game night. The ladies are aware that they could get cancelled if a town function needed the space.

The Board of Selectmen voted to change the Building permit fees.

2011 appointments will be discussed at the next Selectmen’s meeting on Monday, September 27, 2010.
